呼籲各界聯手結束敘利亞苦難

三年前，聯合國的人道救援機構領袖聯合作出緊急呼籲，要求有能力終止敘利亞危機的人，攜手拯救敘利亞的人民。他們說：「那些苦難及流血已經夠了！」

三年過去了。

敘利亞的戰爭即將踏入第6個年頭。敘利亞人民所受的苦難，所流的血，從未止息。

所以今日，多個人道救援組織及聯合國機構的領袖，攜手呼籲各國政府，以及每一個你，與我們一起發聲，要求結束這一場大屠殺，並呼籲各方盡快達成停火協議，邁向和平的道路。

這個世界需要聽到我們一致的聲音，要求停止這場暴行，因為這場衝突觸及到我們每一個人。

它觸及到那些在敘利亞喪失了摯親及生計，那些被迫離開家園，那些被軍隊圍困、活在絕望中的人。現時在敘利亞，有超過1350萬人急需人道救援。這不僅是一個數據。在這個冰冷的數字背後，是一個個有血有肉的人，他們的性命及未來正受到極大威脅。

它觸及到那些孤注一擲，以身犯險，逃難往異鄉的家庭。戰事發生至今，已迫使超過460萬人逃難至鄰近及遠方國家。

它觸及到一整代兒童及年輕人，他們當中有愈來愈多人，因為缺乏教育及飽受恐怖經歷的創傷，在未來裡只見到暴力。

它觸及到那些距離敘利亞很遠，卻見到這場危機所引起的暴力惡果，出現在近在咫尺的街道上、辦公室及餐廳裡的人。

它亦觸及到世界上那些因為這場危機，有形無形地遭受到經濟損失的人。

那些有能力終止這場苦難的人可以，並應該，立刻採取行動。在覓得外交解決辦法之前，他們應採取以下行動：

1. 維持暢通及持續的通道，讓救援組織將物質送到敘利亞有需要人民的手上
2. 基於人道主義立場，無條件及有監管下停火，讓食物及其他緊急援助送到平民手上，讓接種疫苗及其他保健計劃恢復，以及讓兒童回歸校園
3. 停止攻擊平民設施，讓學校、醫院及水源得到保障
4. 容許所有平民自由出入，並立刻終止各方的圍攻

這些均為實際行動。只要有這樣做的意願，沒有任何實際原因會令它們不能實行。

以我們人類共同的名義，為了那數以百萬計無辜受苦的人，還有那數以百萬計命懸一線的人，我們要求立即採取行動。
